Title 22 › CHAPTER 32 — FOREIGN ASSISTANCE › SUBCHAPTER I — INTERNATIONAL DEVELOPMENT › Part I — Declaration of Policy; Development Assistance Authorizations › § 2152j–1
The President must create and publish one government-wide plan called the Women, Peace, and Security Strategy. The plan must be finished within one year after October 6, 2017, and again every four years after that. The President must work with relevant federal agencies, send the plan to the right congressional committees, and make it public. The plan must say how the United States will meet the policy goals in section 2152j. It must match other countries’ plans to increase women’s real participation in peace and security work. The plan must include clear, measurable goals, benchmarks, performance measures, timetables, and ways to monitor and evaluate progress. Each federal department must attach a specific implementation plan that lists what it will contribute (technical, financial, and other support) and how it will design programs for strong, lasting results. The President should promote women’s meaningful participation in preventing conflict, working with international partners and organizations, especially where direct U.S. involvement is not suitable. Congress says the President should provide technical help, training, and logistics to female negotiators and peacebuilders; remove security barriers that block women’s participation; encourage women’s involvement in U.S.-funded training for foreign law enforcement, rule of law, or military education; support local and women-led peace groups; engage men and boys as partners; make transitional justice and accountability include women’s experiences; use gender analysis to improve programs; and include women’s perspectives when assessing new peace, justice, counter‑extremism, or security reforms.
