Allows the President to help build and test a large water-treatment and desalting plant in Israel that is part of a combined power-and-water project. The goal is to improve and invent desalting technology that will lower costs everywhere, including the United States. The help can include money, technical help, and other support for studying, designing, building, and running the plant for a test period of no more than five years. Any agreement must let the United States use the information, products, processes, and patents from the project worldwide at no extra cost and must let U.S. officials review data and visit the plant to watch how it works. The President may hire public or private partners and use federal agency staff and facilities. The owner keeps any prior patent rights. U.S. spending (not including admin costs) is limited to 50% of the water-related capital costs and 50% of operation and maintenance costs for the test period, or $20,000,000, whichever is less. Money authorized for the Office of Water Research and Technology under the Act of July 11, 1969 (Public Law 91–43) or earlier laws may not be used for this.
