The President may spend up to $3,000,000 from funds made available under part I of this subchapter, in addition to other money for the same purposes, to help disadvantaged children in Asian countries that have had a large U.S. military presence. Congress found that these children need help and that care has been especially lacking for those fathered by U.S. citizens. The money can fund expansion and improvement of orphanages, hostels, day care, school feeding, and health, education, and welfare programs. Help must be given through international groups or private charities that work inside and cooperate with the Asian countries where the children live.
