The Secretary of State must set up a program to help foreign police forces learn how to find, track, and test covered synthetic drugs. The help should focus on technical training and giving equipment. The program must be aimed first at countries where the help will do the most to cut down illegal use of these drugs in the United States. Eligible countries are those that produce these drugs, those whose drug or chemical industries are used to make drug precursors, and major drug-transit countries as the Secretary of State decides. No aid can go to the People’s Republic of China or its law enforcement. Up to $4,000,000 is authorized for each fiscal year 2023 through 2027 to run the program.
