The Secretary of State must make fighting international trafficking of covered synthetic drugs a top priority for the State Department. The Department must strengthen data collection (more drug-use surveys, wastewater testing where useful, and sharing data with other countries), work more with international drug and regulatory agencies and the UN, provide technical help and equipment to foreign law enforcement as required by section 2291m, and run exchange and training programs for government and non-government staff on reducing drug use as required by section 2291n. By December 23, 2023, the Secretary must send a report to Congress on how these actions are being carried out. The report must go to the Senate Committees on Foreign Relations, Appropriations, and the Judiciary, and to the House Committees on Foreign Affairs, Appropriations, and the Judiciary.
