The Secretary of State must set up and strengthen an exchange program that brings together U.S. and foreign government and non‑government people for training and professional development on reducing demand for the illicit use of covered synthetic drugs and other drugs. Only people with relevant experience may join. Incoming visits can be run through the State Department’s educational and cultural programs, including the International Visitor Leadership Program, and coordinated with the Bureau of International Narcotics and Law Enforcement Affairs. The program must also include outbound exchanges. $1,000,000 is authorized for each fiscal year 2023 through 2027.
