The President can let foreign military members attend U.S. professional military schools (not service academies) for free if the U.S. school and a matching foreign or international school swap students one-for-one each fiscal year. The President can also let foreign military and civilian defense personnel attend U.S. flight and test pilot schools for free under the same one-for-one, each-fiscal-year exchange, and without charging the funds used to run these programs. The President may set up joint training in Southwest Asia for post‑undergraduate flying, tactical leadership, and integrated air and missile defense that is free to foreign participants and not charged to the program funds, as long as the training meets U.S. standards. Each country must give a fair share of support and services, though the President may waive that rule for U.S. national security reasons. U.S. costs go to the current appropriations accounts of the participating agencies. The President must report to the appropriate congressional committees every year about these programs.
