The Secretary of Defense must create and keep a database of every foreign military or defense ministry civilian who takes part in education or training under this part after December 31, 2000. Each record must show the kind of training, the dates, whether the person finished it, and, when possible, notes about their later military or ministry job, current position, and location. The Secretary of State may ask each year for database information about names or units it submits for an annual report. The Secretary of Defense must provide available details and the Secretary of State may use them. If the Secretary of State tells Congress that someone in the database was involved in a violation of internationally recognized human rights, the Secretary of Defense must update the database with that finding and related information.
