Congress urges the President to spend at least $650,000,000 in fiscal year 1993 and at least $700,000,000 in fiscal year 1994 from certain foreign aid programs for grants to support well-planned capital projects. The money comes from several aid sources, including the Economic Support Fund, the SEED Act, the Freedom for Russia and Emerging Eurasian Democracies and Open Markets Support Act of 1992, and the Multilateral Assistance Initiative for the Philippines. Grants can be mixed with private or other financing. Money appropriated for development assistance and the Development Fund for Africa cannot be used for capital projects that do not meet the standards in section 2421b. That rule does not apply to projects whose funds were obligated or spent before October 28, 1992.
