Title 22 › Chapter 32— FOREIGN ASSISTANCE › Subchapter IV— DEBT REDUCTION FOR DEVELOPING COUNTRIES WITH TROPICAL FORESTS › § 2431
It requires the United States to support and protect tropical forests and coral reef ecosystems around the world. Tropical forests hold many of the planet’s plants and animals and help make medicines and improve crops. They store carbon, which helps slow climate change. They also control water cycles that farming and coasts need. Even though many international efforts exist, deforestation keeps happening because developing countries sell logging rights, face poverty, clear land for farming on poor soils, and need money for development. It aims to use debt relief and shift existing funds so countries with forests and reefs can spend more on protecting them. Help should focus on places with the most species and the greatest threats. Money freed from debt must go toward protecting these ecosystems and toward sustainable local uses that benefit communities.
