The President must create and run thorough sexual-assault prevention and response training for all volunteers. The training must follow best practices and be shaped with advice from experts. After a volunteer arrives in their host country, they must get country-specific training about local gender culture, how to reduce risks, what medical treatments are available there (including forensic exams, PEP for HIV, STD screening, and pregnancy testing), MedEvac rules, and how a victim can seek legal action. People who apply to be volunteers must get clear, easy-to-access country reports about crimes and risks (like past crimes and anonymous survey data, early termination rates, health risks, reports of sexual harassment, the services the Peace Corps offers, and volunteer satisfaction). After seeing that information, an applicant may choose a different country. Before enrolling, applicants must receive the contact for the Inspector General of the Peace Corps, written instructions on whom to call (including the direct phone number for the Sexual Assault Response Liaison and the Office of Victim Advocacy), and contact info for a 24-hour anonymous sexual-assault hotline for reporting, crisis counseling, and information. Definitions: personally identifying information — details that can identify a victim (name, address, contact info, SSN, or other combined details); restricted reporting — a confidential way to get services without automatically starting an investigation, with limited, specific reasons that information may be shared; sexual assault — conduct covered by federal sexual-crime law, whether by strangers or people the victim knows; stalking — repeated behavior that would make a reasonable person fear for their safety or suffer serious emotional distress.
