The United States must keep its yearly payments for the regular costs of the international organizations covered by the Act within the amounts the Act allows. Special projects that are not in an organization’s regular budget are not limited by that rule. All U.S. contributions to organizations the U.S. is a member of must be made by or with the State Department’s approval, regardless of which account pays.
