Title 22 › CHAPTER 7 — INTERNATIONAL BUREAUS, CONGRESSES, ETC. › § 262m–7
The Secretary of the Treasury must tell the United States Executive Director at each multilateral development bank not to vote for any proposal that would likely cause significant environmental harm unless, for at least 120 days before the vote, an environmental assessment has been completed by the borrower or the bank and given to the bank’s board, and the assessment or a public summary (with private parts removed) has been shared with affected people, local NGOs, and posted in the country and on the bank’s website. The Secretary must also push the banks and other member countries to make these assessments available to government agencies and interested members of the public at least 120 days before board action and to encourage public participation. The Treasury must make sure assessments travel with loan proposals through U.S. review and must consider recommendations from other federal agencies and the public. The Secretary must work with other federal agencies to have U.S. directors ask each bank to create a system for environmental review within 18 months after December 19, 1989, using established international guidelines. The Treasury must also provide, free of charge, U.S. experts to help banks train staff, advise on environmental issues, prepare studies and public documents, and involve NGOs, and should ask other countries to do the same. The Secretary must report progress within the 1-year period starting December 19, 1989, and submit a detailed report by January 1, 1993; those reports must be made available to member governments, borrowers, and the public. Multilateral development banks named include the World Bank groups, regional development banks (African, Asian, Inter‑American, European), and related institutions and subsidiaries.
