The U.S. Treasury Secretary must tell the United States governors at the World Bank and similar international banks to use America’s influence to set up a trust fund called the "Nuclear Energy Assistance Trust Fund" at each bank. The fund has four main goals: provide money and technical help for building, sending, and using nuclear power in countries that borrow; make loans on competitive terms, including to counter credit from non‑OECD countries; only back nuclear technologies that meet or exceed U.S. or OECD country safety and quality (including small modular reactors); and help the bank get better at judging and running nuclear projects. Money from the fund can pay for those goals or the U.S. share can be sent to the Treasury’s general fund if the Secretary decides. U.S. governors and directors may still push the banks to use other bank resources for nuclear projects.
