Title 22 › CHAPTER 38 — DEPARTMENT OF STATE › § 2737
Requires the Secretary of State to create a Student Internship Program that gives eligible college students internship spots at the Department to teach them about diplomacy and U.S. foreign policy. Students must be enrolled at a college or a foreign college recognized by the Secretary, be at least half-time or have graduated within six months, and be able to get the needed security clearance. Selection favors those interested in foreign affairs and, when appropriate, people who have not already interned at the Department or USAID. The Department must advertise widely, do targeted outreach to underrepresented groups and students at minority-serving schools, and try to make internships count for academic credit. Interns may work fewer than 40 hours a week but at least 24 hours, and the Department can set up mentor-coach pairs with Foreign or Civil Service staff. The Department must help pay for housing and travel for students whose permanent address is in the United States: housing is required if the internship is outside the United States and may be provided if the internship is more than 50 miles away; travel funds must cover one round trip if the site is more than 50 miles away or outside the United States. By no later than December 23, 2024, unpaid Department internships must be converted to paid internships, except for the Virtual Student Federal Service program; chosen interns may still refuse pay if needed for school credit. The Secretary may waive conversion for a program but must send a report within 30 days to the appropriate congressional committees and both the Senate and House Appropriations Committees explaining why and what would be needed to pay interns later. By June 23, 2024 the Secretary must report to those committees with disaggregated applicant and participant data, security clearance timelines, costs, compliance with the conversion rule, and how many interns later got hired. Providing personal data is voluntary and protected by privacy laws. With Office of Personnel Management input, the Secretary may hire interns in the excepted service for up to 1 year and remove them without the usual excepted-service appointment rules.
