Cash money received under sections 2761, 2762, and 2769, and advances under section 2763, must only be used to pay suppliers (including the military departments) or to refund buyers. Those funds cannot be used to make loans or to back loan guarantees. Repayments from foreign governments or international organizations for credits under section 2763, money from selling notes under section 2764(b) (except amounts kept as a reserve to pay guaranteed- loan claims), and other collections (including fees and interest) must be turned into the Treasury’s miscellaneous receipts. If money from the reserve created under section 2764(c) is used to pay a guaranteed-loan claim, later repayments tied to that claim must be put back into that reserve and can be used the same way as the reserve’s other funds.
