The President or a federal agency he chooses can make deals with state or local governments to get land or rights to use land for building, running, and caring for projects under section 277a(2) and section 277b, in order to carry out sections 277–277d. The land or rights can be given to the United States for free, except the U.S. may pay to check and approve the title. A local government that gives land may also agree to operate and maintain the project after it is finished. The President can let the local government keep the title instead of transferring it to the United States. The President can also buy needed property, take it by eminent domain, or accept it as a gift. He can remove public federal lands from sale or settlement for these projects, and the Interior Department will record that withdrawal; the President can later undo the withdrawal. The President may make any rules needed to carry out these actions.
