If the required international agreement is made, the Commissioner may build, run, and maintain flood-control works in the United States that follow the U.S. section’s report on the Rio Grande, Presidio Valley. Congress may provide money to the Department of State for the U.S. section to do this work, but no funds can be used on land unless it was taken under the treaty for other purposes or donated, and donated land must have its title approved under the Attorney General’s rules.
