The Secretary of State can make an agreement with Mexican officials to have the International Boundary and Water Commission run and maintain the Douglas-Agua Prieta sanitation project in Douglas, Arizona, and Agua Prieta, Sonora. The project was already built by that Commission. The agreement must follow the law’s conditions and will divide operation and maintenance costs between the two governments as the Commission recommends and both countries approve. The city of Douglas must promise to pay a fair share of the U.S. portion, as decided by the U.S. Section of the Commission and approved by the Secretary of State, for as long as the agreement lasts.
