Allows the United States to provide whatever money is needed to the International Boundary and Water Commission, United States and Mexico, to cover U.S. costs from agreements to operate and maintain the project. Money already given to the Department of State under the “International Boundary and Water Commission, United States and Mexico” heading can be used for these purposes and for the related provision. Any payments received from the United Mexican States or from the city of Douglas, Arizona, under those agreements may also be spent for the same purposes.
