The Secretary may temporarily assign federal employees who have special scientific, technical, or professional skills to work for or with the Commission, if the employee’s agency approves. These assignments follow the same rules used for detailing U.S. officers to foreign governments under the Act of May 25, 1938 (52 Stat. 442), except the President’s authority in that law is given to the Secretary for this purpose.
