The Director of the U.S. Information Agency may assign U.S. government employees with scientific, technical, or professional skills to work with another government if the employee’s agency agrees. An assignment can happen only if the Director finds it is in the national interest, or the foreign government agrees to reimburse the U.S. under section 1452, or the foreign government advances funds, property, or services under section 1479. Assignments may not involve organizing, training, operating, developing, or equipping foreign armed forces.
