Title 22 › Chapter 45— COMMISSION ON SECURITY AND COOPERATION IN EUROPE › § 3008
Sets up a personnel and administration committee made up of the Chairman, the Cochairman, the Commission’s top member from the House minority, and the Commission’s top member from the Senate minority. That committee must use a majority vote to hire, fire, and set pay for staff, except the Chairman can pick and set pay for the staff director, the Cochairman can pick and set pay for his senior staff person, and each of them can appoint (with the committee’s approval) at least four professional staff who report to the person who picked them. Staff hires do not have to follow the normal federal competitive hiring and pay classification rules in title 5. For pay, benefits, and other employment rights, Commission employees are treated as congressional employees under 5 U.S.C. 2107. For the special rule in section 3304(i)(1) of title 5, Commission staff are treated as if paid by the Secretary of the Senate or the Chief Administrative Officer of the House. These rules take effect as of June 3, 1976.
