§3008 Commission Staff

Summary

Creates a four-person personnel and administration committee made up of the Chairman, the Cochairman, the senior Commission member from the House minority, and the senior Commission member from the Senate minority. The committee must approve hiring, firing, and pay by majority vote, except the Chairman may pick and set pay for the staff director and the Cochairman may pick and set pay for his senior staffer. The Chairman and Cochairman also each may appoint, with committee approval, at least four professional staff who report to the person who appointed them. The committee can hire and set pay for other staff it wants. Commission staff are hired outside the normal federal competitive service and are not bound by the Title 5 rules on classification and General Schedule pay (chapter 51 and subchapter III of chapter 53). For pay and benefits, Commission employees are treated as congressional employees under 5 U.S.C. 2107 and, for purposes of 5 U.S.C. 3304(i)(1), as if paid by the Secretary of the Senate or the Chief Administrative Officer of the House. These rules take effect as of June 3, 1976.
