Congress says the U.S. government collects a lot of data about foreign‑owned businesses that operate in the United States and wants that data studied more to help public discussion. Congress finds the Bureau of Economic Analysis reports are limited because they group data by whole enterprises instead of by industry. Sharing employer identification numbers with other agencies can let analysts make industry comparisons under sections 3101(b) and 3104(c) and Executive Order Numbered 11961 without new data. It warns that releasing confidential business data could harm the accuracy of the statistics and notes the Government Accountability Office has only limited access to these data.
