Title 22 › Chapter 47— NUCLEAR NON-PROLIFERATION › Subchapter III— UNITED STATES ASSISTANCE TO DEVELOPING COUNTRIES › § 3261
The United States will work with other countries, international groups, and private organizations to set up programs that help develop non-nuclear energy, protect the global environment from pollution caused by nuclear and non-nuclear energy, and help developing countries meet energy needs with non-nuclear technologies that fit their economies, resources, and environmental needs. The United States will also ask other industrialized nations to make similar commitments. The President must report to Congress each year on how much other nations or groups have committed under these programs and how those commitments compare to U.S. efforts. When giving help, the United States will give priority to countries that are parties to the Treaty.
