Defines key words used in the subchapter. "Agency head" means the head of an executive branch agency or of the legislative branch agencies listed here. "Agency of the United States Government" includes any executive branch agency and the Government Accountability Office, the Congressional Budget Office, and the Congressional Research Service. "Appropriate committees of Congress" means the Senate Committees on Foreign Relations and on Appropriations, and the House Committees on Foreign Affairs and on Appropriations. "Detailee" means an agency employee loaned to the American Institute in Taiwan without changing jobs, or a legislative branch employee from GAO, CBO, or CRS. "Implementing partner" means a U.S. organization described in section 501(c)(3) of title 26 that provides logistical and administrative support for the Taiwan Fellowship Program and signs a cooperative agreement with the American Institute in Taiwan to run the Program. "Program" means the Taiwan Fellowship Program established under section 3384.
