Hire, set pay for, and give duties to officers and employees (not the Administrator or Deputy Administrator) needed to run and maintain the Panama Canal and related works. People who work for other Executive agencies or the Smithsonian, including uniformed members, can serve if appointed under this section or section 3614. Anyone who was a Commission officer or employee on November 17, 1997 and has worked continuously since may not be paid less than they were on that date, unless a union agreement, a disciplinary action, or a voluntary demotion allows a pay cut.
