Requires the Commission to create a complete buying system called the Panama Canal Acquisition Regulation. The rules must follow the main parts of the Federal Acquisition Regulation, use efficient commercial practices, and be fit for Panama to keep using after the Canal Transfer Date. The Regulation must also set up the Panama Canal Board of Contract Appeals. It names two things: "Regulation" — the Commission’s procurement rules, and "Supplement" — a list showing which federal laws apply or are waived. The Supplement must say which federal laws apply to Commission purchases and which ones the Commission has waived. The Commission may waive many laws, but it may not waive chapter 21 of title 41, chapter 71 of title 41 (except section 7104(b)), or civil rights, environmental, or labor laws. The Commission must consult the Administrator for Federal Procurement Policy. The Regulation and Supplement take effect when published in the Federal Register or on January 1, 1999, whichever is earlier.
