Career members must serve abroad and are expected to spend much of their careers overseas. The Secretary will set limits on U.S. assignments so no one is assigned inside the United States for more than eight continuous years unless the Secretary approves extra time for special circumstances. As needs allow, the Secretary should assign U.S. citizen career members (except those under section 3951) to a U.S. posting at least once every 15 years. The Secretary may give Senior Foreign Service members up to eleven months of sabbatical for study or unpaid experience under rules that follow 5 U.S.C. 3396(c).
