Within 15 days after February 15, 1981, the Secretary of Agriculture must pick which General Schedule jobs in the Foreign Agricultural Service will become career Foreign Service positions. The Secretary must also send written notice to the people in those jobs telling them which personnel category will apply. After that notice, each person has 120 days to choose. If they accept conversion, the Secretary will either recommend them to the President (with Senate approval) when a Presidential appointment is needed for their rank, or appoint them as Foreign Service personnel otherwise. If they decline, they will still get Foreign Service pay, allowances, and similar benefits while they keep that job, as the Secretary decides.
