Title 22 › Chapter 53A— DISPOSITION OF PERSONAL PROPERTY ABROAD › § 4343
The Secretary of State can make rules to carry out this chapter. The main goal of those rules is to make sure employees and their families do not personally profit from selling goods or doing deals with people who do not have special exemptions from import limits, duties, or taxes. If contractors get import or tax benefits in a foreign country because of their contract with the U.S. Government, then after the effective date of this chapter contracting agencies must put contract terms that enforce the chapter’s purpose. The rules may also let the chief of mission in each foreign country write more detailed local policies for employees under their authority, taking into account local laws, markets, exchange rates, and exchange facilities.
