Gives meanings for key words used in this chapter. An "employee" is a person under a chief of mission's authority (see section 3927 of this title) who is either a federal employee under section 2105 of title 5, a U.S. Postal Service or Postal Regulatory Commission worker, a uniformed service member not under an area military commander, or an expert or consultant hired under section 3109 of title 5 — and who is not a national or permanent resident of the country where they work. A "contractor" is someone working under a personal services contract under section 2669(c) or section 2396(a)(3) of this title or similar authority, including people in organizations doing that work, and other contractors named by regulations under section 4343 of this title. A "charitable contribution" means a gift like those in section 170(c) of title 26 or similar gifts to approved foreign charities under regulations issued under section 4343. "Chief of mission" is defined in section 3902(3) of this title. "Foreign country" means any country or territory except the United States, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, the Trust Territory of the Pacific Islands, American Samoa, Guam, the Virgin Islands, and other U.S. territories or possessions. "Personal property" means items for personal use, like cars, computers, boats, and audio or video equipment, but not items of minimal value as set by regulations under section 4343. "Profit" means the money or value you get from selling personal property that is more than the property's basis. The basis includes the purchase price, inland and overseas shipping costs if the U.S. didn’t pay them, shipping insurance, taxes, customs fees, duties or other charges, and money spent on capital improvements. The basis does not include insurance while you used the item, or routine maintenance and related costs. For profit calculations, proceeds and costs are converted to United States dollars when received or paid, using an exchange rate set by regulation or policy under section 4343 of this title.
