The United States should work with the European Community and international lenders to figure out how much emergency help Poland needs for the fourth quarter of 1989. The U.S. should consider making a short-term bridge loan now using the Exchange Stabilization Fund. The President, together with the European Community, should seek a quick, multilateral response to Poland’s request for $1,000,000,000 to back its economic stabilization plan. The President may give aid to help stabilize Poland’s economy and encourage a move toward free-market policies. That aid can include balance-of-payments help (such as import financing), support for private businesses, and other market-building actions. Congress authorized $200,000,000 for fiscal year 1990 for the Economic Support Fund for this purpose, in addition to other available funds.
