The first report must give a simple review of environmental problems in Poland and Hungary. It must say which problems are worst and how they harm people and nature; point out the areas most damaged and explain the cause and size of that damage; and look at big polluting industries and whether updating factories will raise or lower pollution. The report must list priorities for each country and estimate the money and people needed for a full program to protect the environment. It must also give a U.S. plan for the next 5 years with recommendations on direct financial and technical help, on joining international efforts, on whether debt-for-nature swaps would work, and on stopping more harm to Krakow and restoring its historic sites.
