§5473 Report on Environmental Problems in Poland and Hungary

Summary

The first report must give a clear overview of environmental problems in Poland and Hungary. It must rank how serious each problem is and say how it harms people’s health and the environment. The report must name the areas most badly damaged, explain what caused the damage and how large it is, and evaluate major industrial polluters and whether industry modernization will raise or lower pollution. The report must list what each country should tackle first and estimate the money and workers needed for a full environmental program. It must also lay out a U.S. strategy for the next 5 years with recommendations on levels and types of bilateral financial and technical help, U.S. roles in multilateral projects, whether debt-for-nature swaps could work, and steps to prevent more damage to Krakow and protect and restore its historic sites.
