Within one year after October 24, 1992, the President must send a report to the congressional committees named in the law. The report must describe opportunities to increase space-related trade with the independent states that used to be part of the Soviet Union; a plan to find and evaluate unique space hardware, technology, and services those states can offer; which specific items have been or could be discussed; the trade missions held, who privately joined them, and their results; any rules or practical problems in the United States or those states that block trade; and any anticompetitive issues noticed during negotiations.
