Money moved under sections 108 and 109 of Public Law 102–229 can be used to run the programs in this chapter because they help U.S. national security. From that money, the law sets these maximum amounts: up to $40,000,000 for demilitarizing defense industries (section 5902(b)(4)); $15,000,000 for military-to-military contacts (section 5902(b)(6)); $25,000,000 for joint research (section 5931); $10,000,000 to study former Soviet nuclear waste in the Arctic; $25,000,000 for Project PEACE; and $10,000,000 for the Volunteers Investing in Peace and Security (VIPS) program under chapter 89 of title 10.
