Title 22 › Chapter 68— DEMILITARIZATION OF FORMER SOVIET UNION › Subchapter IV— JOINT RESEARCH AND DEVELOPMENT PROGRAMS › § 5931
Congress encourages the Secretary of Defense to take part in joint research and development programs with the independent states of the former Soviet Union through a nongovernmental foundation set up for that purpose. The Secretary may use authorized funds to give support, technical help, in-kind assistance, and other cooperation. Those activities are meant to fund civilian R&D that shifts military work to peaceful uses, help build market economies by backing U.S.–state business and science partnerships, link scientists and entrepreneurs to U.S. business practices, give U.S. firms access to new technologies and markets, and create local R&D jobs to discourage emigration, stop spread of weapons technology, and protect local technological capacity.
