Congress tells the President to ask other countries to limit trade and credit with Cuba, restating section 1704(a) of the Cuban Democracy Act of 1992 (22 U.S.C. 6003(a)). Congress also asks the President to quickly use the sanctions listed in section 1704(b)(1) of that Act against countries that help Cuba. The Secretary of State must make sure U.S. diplomats explain why the United States has an economic embargo and urge other governments to cooperate. The President must tell the Secretary of the Treasury and the Attorney General to fully enforce the Cuban Assets Control Regulations (part 515 of title 31, Code of Federal Regulations). Congress also says the President should tell the Secretary of State and the Attorney General to enforce rules that deny visas to people the Secretary of State considers officers or employees of the Cuban government or the Communist Party of Cuba. The embargo as it was on March 1, 1996, including all part 515 restrictions, will be in effect on March 12, 1996, and will remain in effect, subject to section 6064.
