Within 180 days after March 12, 1996, the Secretary of State must send a report to the relevant congressional committees. The report must estimate how many and how much in claims to property confiscated by the Cuban Government are held by U.S. nationals beyond those certified under section 1643f, assess how quickly resolving those claims would help revive Cuba’s economy, review what technical or other help the U.S. could give a transition or democratically elected Cuban government to set up claim-resolution systems, consider how the U.S. could help claimants who were not certified under section 1643f, and point out any areas that need congressional action before a change of government. Congress believes that a Cuban government recognized by the United States must satisfactorily resolve property claims before full economic and diplomatic relations with Cuba can resume.
