The President must report what he has done to carry out the goals in sections 6321 and 6322, and must say how much progress has been made and what problems have come up. Each report must also describe the international steps taken since April 30, 1994; any obstacles; proposals from other countries or organizations to strengthen IAEA safeguards; all federal activities that support those goals; the President’s recommendations for more measures; and any actions the President plans to take.
