Title 22 › CHAPTER 74 — FOREIGN AFFAIRS AGENCIES CONSOLIDATION › SUBCHAPTER VI — TRANSITION › Part B — Reorganization Authority › § 6615
Existing orders, permits, rules, contracts, grants, licenses, and other official actions that were made or became effective before or on the date parts of this law take effect must keep working under their original terms. They stay in force until an authorized official, a court, or the law itself changes, ends, or replaces them. Any ongoing agency actions, like rulemakings, license or grant applications, hearings, and appeals that were pending when the transfers happen must continue. Orders from those proceedings still produce payments and can be appealed as if the law had not changed. Lawsuits already started do not stop because of the transfers. If an agency that was a party to a suit has its duties moved, the Secretary or the right Department official must be substituted as a party. The Secretary’s orders under the transferred duties can be reviewed by courts the same way they were before, and the same notice, hearing, and review rules still apply. Except for the party-substitution rule just described and the rule in section 6543(d), these protections apply.
