Title 22 › Chapter 76— ASSISTANCE TO COUNTRIES WITH LARGE POPULATIONS HAVING HIV/AIDS › Subchapter II— WORLD BANK AIDS TRUST FUND › Part A— Establishment of the Fund › § 6823
The Board of Trustees should pick an Administrator to run the Trust Fund’s day-to-day work. The Trust Fund should be allowed to accept donations from governments, the private sector, and nongovernmental groups. As part of the talks under section 6821(a), the Secretary of the Treasury must make sure the Bank or Association has rules to track and monitor how Trust Fund money is used, including administrative costs, and must seek agreement on which programs the Fund will support. The Board should create rules for choosing projects, set who can receive support, adopt cost-saving management procedures, and put in place steps to keep grant decisions open and accountable. The Board should also make the Fund’s goals, financial setup, and operations available to the public quickly.
