Other laws can still punish people who illegally export agricultural commodities, medicines, or medical devices to certain banned foreign groups. Those laws apply when the recipient is one of these: a group named under Executive Order No. 12947 (January 23, 1995, as amended); a Foreign Terrorist Organization under the Antiterrorism and Effective Death Penalty Act of 1996; a group named under Executive Order No. 13224 (September 23, 2001); a narcotics trafficking entity named under Executive Order No. 12978 (October 21, 1995) or the Foreign Narcotics Kingpin Designation Act (21 U.S.C. § 1901 et seq.); or any foreign group or person under restrictions for involvement in weapons of mass destruction or missile proliferation.
