Not later than 45 days after October 15, 2009, the Secretary of State must send Congress a report that explains U.S. policy and strategy for aid to Pakistan under this law. The report must say the main goals of the aid; give a general description of the programs, projects, and activities and the funding levels for fiscal years 2010–2014; describe how the programs will be monitored and evaluated; explain how Pakistani national, regional, and local officials and civil society and local leaders will help choose and run programs; describe steps to prevent aid going to people or groups linked to terrorist organizations; project assistance broken down into the 17 Millennium Challenge Account categories (for example, civil liberties, health and education, rule of law and corruption, economic and fiscal measures, natural resource and land issues); and analyze suitable replacements for existing Pakistani helicopters with recommendations on sustainment and training. Congress also states it is important to use all parts of U.S. national power and to strengthen regional ties among India, Pakistan, and Afghanistan. The President must create a comprehensive interagency regional security strategy to eliminate terrorist threats and close safe havens in Pakistan, working with Pakistan and other governments, and addressing border areas such as the FATA, the NWFP, parts of Balochistan, and parts of Punjab. Not later than 180 days after October 15, 2009, the President must give Congress that strategy with goals, timelines, and budgets. “Appropriate congressional committees” means the House Committees on Appropriations, Armed Services, Foreign Affairs, and the Permanent Select Committee on Intelligence, and the Senate Committees on Appropriations, Armed Services, Foreign Relations, and the Select Committee on Intelligence. Also, not later than 180 days after October 15, 2009, the Secretary of State must give a plan for how security-related assistance funds for fiscal years 2010–2014 will be used, including how those funds relate to amounts described in section 8424.
