The President must put the penalties listed in section 8791(c) on every person who is on a special list. That list names people the President finds used censorship or similar actions to stop, limit, or punish Syrians for exercising free speech. The President must send the first list to the appropriate congressional committees not later than 120 days after August 10, 2012. An updated list must be sent not later than 300 days after August 10, 2012, then every 180 days after that, and whenever new information appears. The list must be unclassified but can have a classified annex. The unclassified part must be made public and posted on the Department of the Treasury and Department of State websites.
