Defines key words used in the chapter. Appropriate congressional committees names three House committees (Foreign Affairs; Financial Services; Judiciary) and three Senate committees (Foreign Relations; Judiciary; Banking, Housing, and Urban Affairs). A foreign person is anyone or any group that is not a United States person and includes a foreign state (see section 1603 of title 28). Government of Iran means whatever is defined in section 560.304 of title 31, Code of Federal Regulations, as it was on January 1, 2021. United States person covers U.S. citizens, permanent residents, entities organized under U.S. law (including foreign branches), and people in the United States. Iran-aligned entity is a foreign person controlled or strongly influenced by Iran and that knowingly gets material or money from Iran or its proxies (including Hezbollah or the Houthis). Covered technology means items listed in the Missile Technology Control Regime Annex as of the day before April 24, 2024, plus any items later added. Family member means a child, grandchild, parent, grandparent, sibling, or spouse, and a spouse, widow, or widower of those people. Knowingly has the meaning given in section 14 of the Iran Sanctions Act of 1996 (50 U.S.C. 1701 note). Missile Technology Control Regime refers to the policy announced April 16, 1987, by several countries to limit missile-related transfers and its amendments as of the day before April 24, 2024. Missile Technology Control Regime Annex means the Guidelines and Equipment and Technology Annex of that regime and its updates as of the day before April 24, 2024.
