Directs the United States to back Ukraine’s government, reject Russia’s use of force (including the annexation of Crimea), and work to stop further Russian aggression. It says the U.S. should help reform and strengthen Ukraine’s energy system, promote fair competition and market reforms, lower reliance on Russian energy (especially natural gas), work with the EU to diversify supplies and routes, oppose the Nord Stream 2 pipeline, and promote U.S. energy exports to help allies and create American jobs. Requires the Secretary of State, with USAID and the Secretary of Energy, to make a plan to boost Ukraine’s energy security, increase domestic energy production, and cut imports from Russia. The plan must cover market rules, regulation, supply diversification, grid reliability, efficiency, and actions such as new oil and gas technology, international tenders for exploration, better links with Europe’s power grid, independent regulators, gas law and privatization steps, emergency fuel supplies (including reverse pipeline flows), infrastructure and power repairs, and measures to reduce energy use. Not later than 180 days after August 2, 2017, the Secretary must report on implementation of section 7(c) of the Ukraine Freedom Support Act of 2014, and also must submit the plan, funding levels, and progress not later than 180 days after August 2, 2017 and every 180 days after that. A briefing to the named congressional committees is required not later than 30 days after each report. The law finds that Russia uses energy to influence other countries and says U.S. finance agencies should help diversify supplies. It authorizes $30,000,000 for the State Department for fiscal years 2018 and 2019 for these activities and does not change responsibilities under section 7 of the Ukraine Freedom Support Act.
