Grants under sections 402 and 405 pay for "funded projects," and those projects must follow the rules the Secretary sets. If a grant requires a State to share costs, the State’s total non‑Federal highway safety spending for that year (not including planning or administration) counts toward its share for other projects that year, even if the money was spent on different projects. States must apply when and how the Secretary requires. The Secretary sets one yearly deadline and must give each State its funds within 60 days after the later of the fiscal year start or when Congress provides the money.
