Title 24 › Chapter 9— HOSPITALIZATION OF MENTALLY ILL NATIONALS RETURNED FROM FOREIGN COUNTRIES › § 322
At the Secretary of State’s request, the Secretary of Health and Human Services can receive eligible people arriving from abroad at ports of entry and give them temporary care and medical treatment, including hospital care. HHS may make agreements with state, public, or nonprofit agencies to provide and pay for that care, even without following section 6101 of title 41, and may pay upfront or reimburse them. HHS can require the person to pay or seek payment from the state or local government that will later cover hospitalization.
