The Secretary of the Interior may make a final list of members for any Indian tribe if he thinks it is in the Indians' best interest. Approved lists must show members' ages and how much Indian blood they have, and then count as the official, final membership for dividing tribal funds. This does not apply to the Five Civilized Tribes, the Osage Tribe, the Chippewa Indians of Minnesota, or the Menominee Indians of Wisconsin.
